Implement fmt::ensure (assert-like with formatted message) + fmt::tie

Browse Source 
Arguments should be provided via fmt::tie() due to some limitations.
Allow to specify simple message (non-formatting) for plain ::ensure().
Remove redundant function for narrow error.
